フランシス・マツタロウ大使を始めとする駐日パラオ共和国大使館は4月23日(土)に横浜インターナショナル・テニス・コミュニティ(YITC)で開催されました第１回Pacific Day に参加しました。昨年はPalau Day として開催されましたが、今年は駐日太平洋島嶼国7カ国(フィジー共和国・マーシャル諸島共和国・ミクロネシア連邦・パラオ共和国・パプアニューギニア・サモア独立国・トンガ王国)の大使館の特命全権大使や代表が集まり開催されました。

The Embassy of the Republic of Palau in Japan participated in the 1st Pacific Day held at Yokohama International Tennis Community (YITC) on April 23rd, 2016. Ambassador Matsutaro participated in this event as a tennis player. This event was held as Palau Day last year, but was expanded to 7 Pacific Island Countries (Republic of Fiji, Republic of the Marshall Islands, Federated States of Micronesia, Republic of Palau, Papua New Guinea, Independent State of Samoa, Kingdom of Tonga) with Embassies in Japan, and Ambassadors and Representatives from each Embassy participated in the event.

パラオではこの数日間、雨が全土で観測されております。また、各国より支援物資や援助などが届けられ、危機的状態を免れたと思われます。非常事態宣言も有効期間を過ぎ、延長の必要は現段階で無いと判断されました。しかし、継続的な雨による水不足の解消には至っておりません。

Rain has been observed in all of Palau for the past few days. With relief support from nations worldwide, a critical situation has passed. The State of Emergency expired and no further extensions are expected as of now. But still, not enough rain has fallen to solve the water shortage.

パラオでの干ばつに伴う極度の水不足に於きましたはこの数日間、皆さまより義援金寄付や援助物資について多くのお問い合わせを頂いております。

現在、パラオ共和国政府はこの事態の対処、復旧方法、追加緊急援助の要請などの総計画をパラオ政府内外（大統領を始めとするNEC(国家非常事態委員会)、閣僚、パラオ政府関係各所、並びに日本国政府）と協議中であります。また、義援金受け入れの体制を整えている状態であります。

義援金受付に関しましては当大使館ウェブサイトにて決定次第、情報提供をしてまいります。

昨日は少量の雨が降ったことが観測されておりますが、とても十分とは言えません。また、一滴の水も惜しむところでございます。

この一連の異常気象の発端はエルニーニョ現象によるものとされており、この状態が続けば完全断水も免れません。自然任せでもあることとあり、事態終息までは時間を要する模様です。近年、懸念が示されていたエルニーニョ現象ですが、只今発生しておりますエルニーニョ現象は非常に強く、今までに例を見ない規模とされております。

また、この様な水不足はパラオのみならず、ミクロネシア地域全体で起こっております。

他のミクロネシア地域の国でも非常事態宣言が発出されております。

Extreme drought conditions are continuing in the Republic of Palau.

As mentioned in the Declaration of a State of Emergency ordered March 22, 2016, National Oceanic and Atmospheric Agency (NOAA) weather report dated March 21, 2016 states that cumulative rainfall over the past 4 months hit record low ever since 1951 with Koror now in a state of Extreme Drought (Drought Level 3 of 4), and below average rainfall projected for the next 2-3 months. With regards to water sources for the Koror-Airai system, Ngerimel Dam has been shutdown, and Ngerikiil River below 19% of normal production.

Water rationing procedures are taking place with 3 hours of water each morning and evening.

Areas outside Koror and Airai are also experiencing dangerously low water levels and are in water-rationing schedules as well.

Health conditions, wildfire, and securing water for the cooling mechanism for the  electrical power plant are grounds of concern.

パラオでは引き続き干ばつが続いております。

3月22日に発出されましたパラオ共和国の非常事態宣言にも記されて様にNOAA（アメリカ海洋大気庁）の3月21日付報告では過去４ヶ月の降水量は1951年以来最低を記録し、コロールでの干ばつは極度の干ばつ状態（4段階中3番目）であり、平均値以下の降水量が今後2-3ヶ月続くという予報が出ております。また、水源に関しましてもアイライ州にあるダムは閉鎖、川は水量19%以下。新たな水源として以前使われていたとされる井戸などの水質を調査しております。

今年１月から水位の低下が見られていたものの、３月に入り急激な低下が見られたためPPUC（パラオ公共事業公社）は3月12日から14時間、19日から16時間、そして22日から18時間の計画断水をアイライ州並びにコロール周辺にて実施しております。

アイライ州並びにコロール周辺以外のバベルダオブ島の地域やペリリューやアンガウルの各州でも水不足が発生しており、同じく計画断水が実施されております。

極度の水不足により健康状態が懸念される中、山火事の発生や発電所の冷却水確保も懸念材料であります。
